Attorney General Office


The Attorney- General Office of Singapore is headed by the Attorney- General and serves as a Public Prosecutor. The Attorney General office, with a team of legal professionals, provides solutions to all legal issues and also acts as the chief legal advisor to the Government of Singapore. It aims at taking up steps for the augmentation of legal system in order to maintain decent public administration and protect the interests of the State as well as the common public. Historical Backdrop
The Attorney- General Office was first formed in 1867 and served as the chief legal officer of the Strait Settlement formed by the British Crown Colony. Sir Thomas Bradell was appointed as the first Attorney- General. Tan Boon Teik served as the Attorney- General for the Republic of Singapore for 25 long years and was succeeded by Chan Sek Keong in 1992. Steven Chong Horng Siong S.C was appointed as the Attorney- General on 25th June 2012 and is determined to safeguard the legal system through fair trials.

Administrative Structure
The organizational structure of the Attorney- General Office in Singapore is designed to provide legal assistance on varied legal issues pertaining to the Government and general public. The highest in the hierarchy is the Attorney- General who with the help of Solicitors General distributes the work load in accordance with 6 main divisions namely Civil Division, International Affairs Division, Legislation and Law Reform Division, Criminal Justice Division, Economic Crimes and Governance Division and State Prosecution Division. There are two other divisions, the Corporate Services Division and the Information Division that provide extra support and legal assistance. A Deputy Solicitor-General is appointed to take care of the Legal Profession Secretariat. The Chief Prosecutor is assigned to work on special projects.

Basic Functions
The office of the Attorney- General stands as a strong pillar and upholds the legal rules that are specified in the Constitution of Singapore. It aims to create a Democratic nation coupled with a fair judiciary system. It abides by the Article 35(7) of the Singapore Constitution that affirms that the Attorney-General office is entitled to provide full legal assistance to the Government on legal issues and work on all legal assignments allocated by the President or the Parliamentary Cabinet.

As stated in the Constitution, the Attorney-General Office is an independent legal body and is not monitored by the Government. This gives it the power to manage legal proceedings as a Public Prosecutor according to the requirement of the case. This office is also powered to provide legal help while drafting new Singapore laws and offer guidance to carry out important amendments of the Legislation.

The Criminal Procedure Code 2010 is a perfect example wherein the Attorney- General Office through legal support brought about vital changes in criminal proceedings and investigations. Since the Attorney-General office represents the legal division of Singapore Government, it safeguards the nationís interests in overseas disputes and legal issues. It keeps a watch on the Singapore legal services sector and monitors the working of the foreign lawyers and the foreign legal practices. It provides full participation in the legalities involved in international trading agreements and treaties.
