The construction work on the expressway started in the year 1983 and the first two phases of the expressway were completed by 1988. The first phase of the work included the widening of some of the existing roads like the Ayer Rajah Road and Upper Ayer Rajah Road. The construction work on Keppel Viaduct, the then considered longest road was also on progress. The expressway was however, extended to Tuas in the year 1998.
The Ayer Rajah Expressway of Singapore passes through the industrial estate of Ayer Rajah and thus, derived its name from the area.
